MADISON (WORT) — Isthmus editor Joe Tarr reports on the call for reform of the Madison Police Department’s deadly force policy following the officer-involved shooting of 19-year-old Tony Robinson.
Madison Police Chief Mike Koval is adamant that any change to the department’s use of force protocol would endanger the lives of his officers. But that opinion is not shared by former Madison Police Chief David Couper.
