The recent cold snap was hard enough on people with roofs over their heads, walls and a working furnace. Imagine how much worse it could be if you lacked those basic necessities. Madison’s homeless population has grown in the last few years. Is it because of growing poverty? Lack of affordable housing? Or is it, as Mayor Soglin says, because other communities are shipping difficult poor people to the city’s doorstep?
