With the announced retirement of Police Chief Noble Wray, the Madison Police Department stands at a critical point. The shooting death of Paul Heenan almost a year ago shook the Madison community in more ways than one. Not only did the community mourn the tragic loss of Heenan, but many lost faith in the Madison Police Department: a department that has historically prided itself on community-based policing now faces questions about its policies for use of deadly force.
