In 2011, the State of Wisconsin effectively tortured over 4,000 prisoners, 20% of the entire state prison population. The practice is solitary confinement. Under United Nations human rights guidelines, solitary confinement for more than 15 days constitutes torture. Wisconsin uses solitary confinement far more than the national average, with some inmates remaining in solitary for years. Madison judicial watchdogs WISDOM and MOSES are sponsoring a series of events at the Madison Public Library to light a fire under the movement to eliminate the use of solitary confinement in Wisconsin. Lisa Matteur, an Outreach Librarian at the Madison Public Library and Talib Akbar, a former solitary inmate joined Brian Standing in the WORT studios.
