Governor Walker’s website contains a page devoted to workforce development. On that page, the Governor states that “Wisconsin is facing a significant skills gap, which needs to be immediately addressed.” This has become a common theme among the Walker administration and business leaders, such as Wisconsin Manufacturers and Commerce: there are plenty of jobs, it’s just the workers don’t have the skills necessary to do the work. But is the “skills gap” really true?
