The US Supreme Court has held that states must give most juveniles sentenced to life in prison a chance to earn parole release based on a standard of rehabilitation and reform, and a system that allows parole commissioners the discretion to deny release is unconstitutional, argues a lawsuit filed in federal court in April by the ACLU of Wisconsin.
