In June of 2015, in the wake of a series of police shootings, the Madison Common Council voted to spend $400,000 for an independent review of the Madison Police Department. Priohr to the vote, Madison Police Chief Mike Koval decried the expenditure in his online blog, saying to council members, “You are being watched, this is a pre-emptive strike from me to you.” In December, 2017, the OIR group released its report, which contained 146 recommendations for improvement of the Police Department. Since OIR’s report, a city ad hoc committee has been pouring over the recommendations, as well as suggestions from the community. Now, a year and a half later, the Ad Hoc Committee is nearly ready to release their report.
