Kewaunee County sits on karst, a geologic landscape of thin soils on top of limestone riddled with holes. In such an environment, pretty much anything that spills on the ground — cow manure, for example — quickly finds its way down to the groundwater. The Kewaunee County Board of Supervisors is debating doing something about it, but they’ve run into some opposition from the dairy industry.
