Protesters will no longer have to apply for a permit to gather in the Capitol rotunda but they will have to notify the Wisconsin Department of Administration. The new system is the result of a settlement reached by Governor Scott Walker’s administration and the American Civil Liberties Union, who challenged the new permit system in federal court.
