Michael Li, Senior Counsel of the Democracy Program of the Brennan Center for Justice, calls voting rights “The Infrastructure of Democracy”, and worries that the proposed voting rights act, which will work toward fair redistricting and representation of all people in upcoming elections is taking a backdoor to the current budget bills and may not be passed before states complete their redistricting ahead of the next election series. He says the filibuster rules could be modified to allow exceptions for voting rights legislation without scrapping the filibuster completely.
