MADISON (WORT) — Despite the noticeable uptick in borrowing outlined in his 2015 Executive Capital Budget, Madison Mayor Paul Soglin is now contemplating a veto of the entire budget because of future debt payments the city is slated to incur. After amendments from the Board of Estimates and the Common Council, borrowing in the capital budget increased by nearly $15 million over the Mayor’s recommendation.
