According to a report by advocacy group Smart Growth America, between 2009 and 2011, Wisconsin spent 39 percent of its highway budget on road repair versus 61 percent on road expansion, thus adding to its backlog of roads requiring future maintenance. Nowhere does this imbalance manifest itself more than in the Milwaukee metropolitan area, where enormous megahighway projects suck up the lion’s share of allocated funds.
