MADISON (WORT) — Madison Mayor Paul Soglin is not ruling out a veto of the entire 2015 city budget unless changes are made by the Common Council. Council President Chris Schmidt says alders are sticking to the budget they approved during Tuesday’s council meeting. At issue is the level of borrowing in the capital budget. City alders approved a budget that borrows 5% more money than the Mayor’s budget recommendation. Dylan Brogan reports.
