On April 25, the Wisconsin Department of Natural Resources approved the City of Racine’s request to withdraw 7.5 million gallons of water a day from Lake Michigan to serve the proposed Racine County Foxconn LCD plant, which sits just outside the Lake Michigan watershed.
In theory, under the Great Lakes Compact, diverting water out of the Lake Michigan basin is supposed to be subject to the veto of the other states and Canadian provinces that border the Great Lakes. In practice, though, the wording of the Compact is vague enough to allow Wisconsin Governor Scott Walker’s administration to skirt the law.
