Today in 1970: Massachusetts, in the midst of the Vietnam war, enacts a law exempting its citizens from having to fight in an undeclared war.
The U.S. Congress had never formally declared war on North Vietnam as required by Article 1, Section 8 of the U.S. Constitution.

This coming Sunday, Michael Perry, the New York Times best-selling author, comes to the Ringling Theater in Baraboo for a reading at 2pm. The Baraboo Area Literacy Council, with a gift from an anonymous donor, sponsors Perry in celebration of literacy. The show is free with a suggested donation of a non-perishable item to the Baraboo Food Pantry or new or gently used birth to teen children’s books for the the Bright Red Bookshelf Project.
